Lugia on your roster and any Pokémon with Sapphire Shard attached to unlock the tower.
- To be able to battle the Pokémon must be with Sapphire Shard attached.
Moves Restrictions:
- Only moves that share a type with your Pokémon are allowed.
- No moves that cause confusion, to either you or your opponent.
- No moves that only change a Pokémon's status or stats.
- No one-hit K.O. moves.
